All of these are more likely than what my gut keeps suggesting.

But here's the thing — I've monitored this frequency range for three years. I have automated logging running 24/7 with alerts for unusual activity. This signal appeared with no preamble, no testing, no preliminary transmissions. Just suddenly there, as if it had always been broadcasting and I'd only just tuned in.
